Mayor appoints Steven Young as Deputy Director of the Department of Planning and Permitting
HONOLULU — Mayor Rick Blangiardi announced Wednesday the appointment of Steven Young as Deputy Director of the City’s Department of Planning and Permitting (DPP).
Young will work alongside DPP Director Dawn Takeuchi Apuna to advance the City’s ongoing efforts to modernize and improve the permitting process through new technology, streamlined operations, and more efficient public service.
Young brings more than 20 years of experience as a civil engineer with DPP. Since joining the department in 2005, he has reviewed and approved civil engineering plans for compliance with City standards and specifications and served in several leadership positions, including Civil Engineering Branch Project Review Section Supervisor and Site Development Division Program Administrator.
“Steven brings a wealth of knowledge and experience to DPP, and his deep understanding of the department and our permitting processes will be a tremendous asset as we continue working to make it easier and faster for people to get permits,” said Mayor Rick Blangiardi. “He knows the department, he knows the challenges, and he understands what needs to be done. His leadership and engineering expertise will help us build on the progress we’ve made and continue delivering better service to our community.”
As Deputy Director, Young will help lead DPP’s ongoing modernization efforts, including continued improvements to the department’s HNL Build permitting system and enhancements to CivCheck, including the anticipated expansion of the program to commercial projects.
“It is a special privilege and honor to be able to serve in this role,” said Steven Young. “DPP has always been critical to the development of our island home. From the design of our roadway infrastructure, to the construction of our neighborhoods, to zoning and land use determinations, DPP plays a major role in shaping our community.”
“Every local boy who has grown up here dreams of being part of making our home a better place to live, work, and play, both for us and for our keiki. I am committed to helping this administration continue its efforts to modernize and improve DPP’s operations, with the goal of making our island home an even better place for generations to come,” said Young.
Before joining DPP, Young worked as a structural engineer with Englekirk Structural Consulting Engineers, where his responsibilities included developing structural drawings and project specifications, performing structural analysis and calculations, responding to requests for information, and conducting project site visits.
Young holds a Master of Science in Civil Engineering, with a focus on structures, from the University of Washington and a Bachelor of Science in Civil Engineering, with an emphasis in Building Science, from the University of Southern California. He is a licensed professional engineer in the State of Hawaiʻi.
