NAVFAC Hawaii Awards $20M Architect-Engineering Contract to InSynergy Engineering, Inc.

JOINT BASE PEARL HARBOR-HICKAM, Hawaii — Naval Facilities Engineering Systems Command (NAVFAC) Hawaii awarded InSynergy Engineering, Inc., Honolulu, Hawaii, a $20,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity architect-engineering contract Aug. 17 for mechanical engineering projects and related projects at various locations under the cognizance of NAVFAC Hawaii.

The contract provides for mechanical design and engineering services where work will be performed within the NAVFAC Hawaii area of responsibility and other required areas outside of Hawaii. Work is anticipated to be completed by August 2031.

“This contract with InSynergy Engineering provides NAVFAC Hawaii with a critical capability to deliver timely, high-quality engineering solutions that support our installations, our warfighters and their families,” said Capt. Andrew Hunt, executive officer for NAVFAC Hawaii.

The work to be performed provides for, but is not limited to, Functional Analysis and Concept Development (FACD) workshops, Concept Design Workshops (CDW), Design Charrettes; Design-Build (DB) Request for Proposal (RFP) construction documents; Design-Bid-Build (DBB) RFP for Final Design construction documents; engineering studies and reports; and Post Construction Award Services (PCAS).

Fiscal 2026 military construction design (MCON-D) funds in the amount of $3,000 will be obligated at time of award for the minimum guarantee, and funds will not expire at the end of the current fiscal year. This contract was competitively procured via SAM.gov website, with three offers received.

NAVFAC Hawaii, JBPHH, Hawaii is the contracting activity (N62478-26-D-5053).
